The channel was founded on May 9, 2002, by Fidel Castro Ruz as part of the "Battle of Ideas" initiative . It is owned by the Instituto Cubano de Radio y Televisión (ICRT) and operated jointly with the Ministry of Education (MINED) . The channel is headquartered in Havana, Cuba, at Calle 23 esq. P, El Vedado . Its slogan is "Donde siempre se aprende" (Where you always learn) . The channel's mission is to produce television programs that complement study plans within the National Education System and contribute to the cultural enrichment of the general population .
On air, the channel's programming is divided into two main blocks. From approximately 7:00 AM to 5:00 PM, the schedule is dedicated to formal education, broadcasting "Teleclases" (teleclasses) primarily for primary and secondary education, though also including technical and pre-university levels .
