The channel was founded on March 1, 1996, and is based in Amberg, Bavaria, with its studio located at Fleurystr. 9. The channel is owned by Oberpfalz TV Nord GmbH & Co. Studiobetriebs KG, with managing director Christoph Rolf and studio director Bastian Gottswinter. The channel employs approximately 32 permanent staff members plus additional freelancers. Since 2018, OTV has broadcast its own satellite channel under the identifier OTV HD .
