När-TV is a Finnish local television channel operating in the community broadcasting format. The primary language of broadcasting is Swedish. The channel was founded in March 1983 and is based in the city of Närpes (Finnish: Närpiö), located on the west coast of Finland in the region of Ostrobothnia. Närpes is known as the largest Swedish-speaking concentration in Finland, and the channel was specifically created to serve this linguistic community.
The channel broadcasts its programming on Wednesdays at 19:00, with a repeat broadcast on Sundays at 15:00 and again at 19:00. The channel is available on cable network channel 944 in the JNT cable network and on channel 650 in JNT IPTV. Since 1996, the channel has also operated its own local teletext service with news notices, city information, parish activities, sports results, and other community information. When regular programming is not airing, the channel displays a loop where associations and institutions can promote upcoming events in the region free of charge.
The programming on När-TV covers a wide range of topics relevant to the local community. Regular segments include current affairs programs under the title Aktualiteter, covering local news, city council meetings, and municipal decisions. The book review segment Böcker is hosted by Anders Blomberg and appears frequently in the schedule. The channel produces music programming, including concerts from local churches and performances by local musicians such as Andrea Eklund, Lina Teir, and Casper Byggnings. Sports coverage includes local hockey matches featuring teams such as Kraft and Jaro, as well as football, skiing, and other regional sports events.

The channel also airs coverage of municipal council meetings, including full council sessions and budget debates.
The channel is viewer-supported through an annual viewer fee of 52 euros, which is sent to all households in Närpes. The channel is run by a small team, with Tim Björkskog serving as chairman and Maria Launonen as operations manager. The channel encourages community participation, seeking volunteers of all ages to work as filmmakers and editors. The channel also operates a mobile donation system to support humanitarian causes, including fundraising for Ukraine. All broadcasts are archived and available for on-demand viewing through the channel's website.
