Sejak tahun 2004, saluran ini menjadi salah satu dari tiga kanal PEG (Publik, Pendidikan, Pemerintah) yang dikelola oleh tim komunikasi Kantor Manajer Kota, bersama dengan Government Channel 23 dan Public Channel 25. Sebagai sumber siaran langsung pendidikan, kanal ini menyediakan tayangan gratis bagi warga setempat, sekolah, dan lembaga pemerintah tanpa biaya berlangganan.

Dipimpin oleh Manajer Produksi PEG, Joe Payne, saluran ini menawarkan beragam program yang mendukung pembelajaran dan budaya. Salah satu acara unggulannya adalah Culture in the Valley, yang menyoroti museum dan institusi budaya lokal, seperti Santa Maria Valley Discovery Museum dan Santa Maria Valley Railway Historical Museum.
