CSPAN zeigt das US-Repräsentantenhaus und den Senat ohne Unterbrechung oder Bearbeitung. Das Programm konzentriert sich auf öffentliche Angelegenheiten und überträgt Ausschusssitzungen, Pressekonferenzen und andere Regierungsveranstaltungen von Anfang bis Ende. Der Sender bietet zudem Anrufsendungen, in denen Zuschauer direkt mit Abgeordneten, Journalisten und Politikwissenschaftlern diskutieren können. Buchbesprechungen, historische Reden und Archivaufnahmen wichtiger politischer Ereignisse sind fester Bestandteil des Programms. Es gibt keine Werbeunterbrechungen, und die redaktionelle Haltung bleibt neutral – die Ereignisse werden ohne Kommentar oder Analyse gezeigt.
