ARTV (Canal Parlamento) is a Portuguese public television channel operating in the legislative and civic affairs format. The primary language of broadcasting is Portuguese. The channel is owned and operated by the Assembly of the Republic (Assembleia da República), the Portuguese parliament. ARTV was launched on September 18, 2002, following several years of planning that began with preliminary studies in 1998. The channel was created to provide direct, unmediated information between the Portuguese parliament and citizens, allowing the public to follow parliamentary life without the editing or cuts typical of mainstream media. The channel is headquartered at the Palácio de São Bento in Lisbon, Portugal.
On air, ARTV features live and delayed broadcasts of parliamentary proceedings, including Plenary sessions where laws are debated and voted upon, as well as meetings of various Parliamentary Committees such as the Budget and Finance Committee, Health Committee, and Education and Science Committee. The channel's technical staff grew from three employees at launch to eleven people working today. The channel transitioned from traditional tape-based recording to a digital archive system, which now holds approximately 12,500 tapes stored alongside more functional digital content.
ARTV's programming is available 24 hours per day on cable and IPTV platforms, while on digital terrestrial television (TDT) the channel broadcasts approximately 10 to 12 hours per day, Monday through Friday. The channel is available throughout Portugal via digital terrestrial television on channel 5 in Continental Portugal and channel 7 in the Azores and Madeira. The channel is also carried on major cable and IPTV platforms: MEO (channel 162), NOS (channel 219), Vodafone (channel 188 or 154), and Nowo (channel 140).
