The channel was created in 2009, with regular transmissions beginning on October 15, 2009, following experimental broadcasts in September of that year . The channel is owned by the Government of the Province of Neuquén and operated by the provincial public company Radio y Televisión del Neuquén. RTN is headquartered in Neuquén City, Argentina, and broadcasts throughout Neuquén Province as well as nationwide via the ARSAT-1 satellite . The channel's origins date back to 1986 when the provincial government created "Tecnología Educativa" to produce educational and cultural audiovisual content .
