The channel was founded in 1998 and is based in Magdeburg, Saxony-Anhalt, Germany. The channel is operated by the non-profit association Offener Kanal Magdeburg e.V. The channel's motto is "Drehen, Schneiden, Selber Senden!" (Shoot, Edit, Broadcast Yourself!). The channel is open to anyone in Magdeburg who wants to make film and television, regardless of age or experience. Content is distributed free of charge via the cable network to approximately 230,000 households in and around Magdeburg.
