Akaku 54 is the community channel of Akaku Maui Community Media, the independent non-profit public, education and government access station that the State of Hawaii designated to programme three cable channels - 53, 54 and 55 - for more than fifty thousand cable homes on Maui, Molokai and Lanai. Each feed has a colour and a task: green for government, blue for live and local output, and 54 is the red one, billed on air as All Access All the Time, because nearly everything on it is shot and submitted by the residents themselves.

Everything arrives through the front desk in Kahului. A resident takes the free online orientation, adds the production classes on producing, lights, camera and audio, and becomes a certified producer with a modest annual membership. The fee buys certification, which opens the cameras, and a certified resident may book the studio; those with a series receive a regular time slot, and everyone else still gets Speak Out, five minutes of studio time for whatever needs saying, or a sixty-second public service announcement. Most Saturdays belong to the producers of Molokai, with occasional programmes from Oahu or the neighbor islands when they speak to Maui. The channel is funded by a share of cable revenue rather than advertising; the standing rules are no calls to action and no fundraising.
