The channel was founded in 2003 as a small parish experiment by Don Francesco Rossolini at the San Paolo parish in Parma, initially operating as a low-frequency transmitter to broadcast Mass and parish events to the local neighborhood. After the death of Pope John Paul II, the channel was renamed in his honor to pay tribute to his understanding of media in the Church's evangelizing mission. The channel officially launched on January 24, 2010, when its studios were blessed by Bishop Enrico Solmi, and today it operates as the official television channel of the Diocese of Parma, broadcasting with the support of Bishop Solmi.



On air, Giovanni Paolo TV features a schedule centered on Catholic religious programming. The channel broadcasts daily Mass, which was a core mission of the project from the beginning, allowing the sick and homebound to participate in the Eucharist from their homes. The schedule also includes the daily rosary, Gospel reflections, meditations led by Bishop Enrico Solmi, and catechism moments curated by Don Francesco Rossolini. The channel produces Giovanni Paolo Tg, a weekly news program covering religious and cultural events from the Diocese of Parma.
