The channel was founded in 2012 and is based in Salzburg, Austria, with its studios located at Bergstraße 12 in the KunstQuartier . FS1 is organized as a non-profit, non-commercial gemeinnützige GesmbH (non-profit limited liability company) and is independent of commercial interests . The channel is owned by a collective including the Verein der Produzenten, the Radiofabrik, the Dachverband Salzburger Kulturstätten, ARGEkultur, and Lebenshilfe, which allows FS1 to be described as the first democratically organized television station in the German-speaking world . The managing directors are Alf Altendorf (Finance) and Sophie Huber-Lachner (Production) .
On air, FS1 broadcasts a 24-hour television program produced by the citizens of Salzburg and over 30 non-profit and cultural organizations .
