The channel was founded on July 3, 2017, replacing the previous local station Brescia Punto TV, which had itself evolved from earlier broadcasters West Garda TV and Garda TV. Today, Èlive Brescia TV is owned by the publishing group BRESCIA DIGITAL NEWS SRL and describes itself as a "TV 4.0" project that integrates traditional television broadcasting with web and social media platforms. The channel's slogan is "Indipendenti per scelta" (Independent by choice).



On air, the channel offers a generalist schedule with a strong emphasis on local information. The heart of its programming is the news service branded as È Live TG, which covers all events and current affairs in the city and province of Brescia. Several editions of the newscast are broadcast daily, including "TG Giorno" and "TG Sera". A key program in the schedule is Sette & Mezzo, an evening talk show airing at 7:30 PM hosted by journalist Paolo Bollani, which features interviews and in-depth analysis of local issues.
