The department was formed on 1 April 1892 with the ministry itself, originally as Krom Phalamphang, and it handles internal security and public order, local administration at district, subdistrict and village level, civil registration and licensing across the kingdom. It is based on the eleventh floor of the Thanalongkorn Tower at 666 Borommaratchachonnani Road in Bangkok, employs 17,198 people and holds a budget of 52,385,865,800 baht for fiscal 2569. The Director-General is นฤชา โฆษาศิวิไลซ์.

It carries DOPA working conferences and operational press briefings, training for district officers and for kamnan and village headmen, legal explainers on the Local Administration Act of BE 2457 and on firearms and nationality law, civil registration work including mobile ID card clinics, and coverage of the Territorial Defense Volunteer Corps. The division also runs the department radio network on the 78 MHz and 245 MHz bands under the 2015 communications regulation, and operates a communications school.
