Cape Town TV (CTV) is a South African non-profit, free-to-air television channel operating in the community broadcasting format. The primary language of broadcasting is English, with programming reflecting the multilingual character of the Cape Town metropolitan area. The channel was founded by community media activists in 2004 following the release of regulations governing the community television sector in South Africa by the broadcasting regulator, ICASA . These activists formed the Cape Town Community Television Collective (CTCTC), a grouping of organizations working in community media, and the organization was formally launched at its first annual general meeting in September 2006, attended by over 100 representatives from civil society organizations in Cape Town . The channel launched on September 1, 2008, initially with one hour of programming repeated throughout the day, and has since expanded to 24-hour broadcasting . Cape Town TV is headquartered in the Observatory district of Cape Town, South Africa, with its broadcast license granted by ICASA under the Electronic Communications Act . The channel's motto is "It's Real" .

On air, Cape Town TV features a mix of locally produced news, talk shows, magazine programs, documentaries, and youth-focused edutainment. The channel produces approximately 15 hours of original content per week . The flagship program is Cape Town Daily, a weekday news bulletin that highlights topical stories from Cape Town communities . EKSÊ is a daily youth edutainment show produced by and for young people, providing a platform for youth development . Home Grown is a popular youth music show that showcases local musical talent from the Cape Town area . The Womxn Show is a weekly program addressing gender-based violence and child safety . The channel also acquires international content such as Al Jazeera International News and social documentaries .

Historically, some of the channel's notable programs have included CTV News, a daily 10-minute news bulletin; Taxi Vision featuring Cape Town comedian Soli Philander; Cape Rugby, an amateur rugby show; and Worker's World, a labor program discussing workplace issues . The channel broadcasts a variety of community shows developed in partnership with organizations and members of the public, and the majority of shows are produced by local producers through an innovative commissioning practice that allows organizations and individuals to submit content proposals . Selected producers are offered access to equipment, training, and sales support, with income shared on a revenue-share basis . The channel also operates a Production Development Programme (PDP) that provides mentorship and training to qualifying organizations and individuals .

Cape Town TV is available throughout South Africa via DStv satellite television on channel 263 and FreeVision on channel 331 . The channel also broadcasts free-to-air on digital terrestrial transmission (DTT) across the Cape Town metropolitan area, reaching up to Stellenbosch, the West Coast, and the southern peninsula . The channel transmits from a low-power transmitter located on Tygerberg Hill to the north of Cape Town on UHF channel 38 (607.25 MHz) . Viewers can also watch online the live broadcast through the FreeVision mobile application and at freevisionplay.co.za . The channel currently reaches an average monthly viewership of 1.5 million viewers .

Cape Town TV strives to provide community access to television as a tool for community development and social change, promoting freedom of expression, creativity and innovation, authentic local voices, positive social change, sustainable development, human rights and social justice, and diversity and tolerance . The channel is owned and controlled by the community, and its mission is to strengthen the communication capacity of civil society while acting as an incubator for emerging local talent in the film and television sector and related cultural industries . The channel does not have a budget for content acquisition, so all programs are acquired free of charge from individuals, production houses, organizations, and government agencies, reflecting its grassroots, volunteer-driven model . Thanks to modern digital platforms and satellite technology, Cape Town TV provides the opportunity to watch online the live broadcast on any device — from smartphones to Smart TVs — ensuring that viewers in Cape Town, across South Africa, and around the world can access its community-driven programming wherever they are.

The local news feels strongest when it lets residents challenge officials directly. Some debates wander, but at least CTV gives ordinary Cape Town voices more airtime than the national channels do.

Getting to Cape Town TV took only a couple of clicks, and I liked not having to create an account. The stream was free and mostly smooth, though my phone lagged once.

The community call-in shows are great for hearing different Cape Town perspectives.

After a slow evening online, the Thursday documentary slot still loaded without much fuss and gave me a thoughtful look at local history. The production feels modest beside cable, but the community voices and unpolished interviews are exactly what make it worth watching from abroad.

The Tuesday arts magazine gave me a better feel for Cape Town's creative scene than most cable channels manage. I watched from Ireland on a slow evening and had one brief pause, but the stream recovered quickly and the interviews were worth staying for.
